I am pretty sure that this is an allusion to Isaiah 52:7, "How beautiful on the mountains are the feet of those who bring good news, who proclaim peace, who bring good tidings, who proclaim salvation, who say to Zion, 'Your God reigns!'"

This reminds me of that fateful time when the Beatles simultaneously discovered drugs and politics. I was also half expecting Bono to yell "Leonid Brezhnev" near the end of the song. Well done decoding Isaiah 52 from this song, though this is the first time I've heard the shoes that bring good news referred to as "sexy boots".
I think that is how The Message renders Ephesians 6:15--"putting on the sexy boots of the Gospel of peace." (But I could be wrong about that.)
